Newhouse: MacDonald's Voice No Longer Welcome at Meetings

Chairman Mike Newhouse had strong words for Kevin MacDonald as he told the vocal resident that he will no longer be recognized to speak at future meetings.

The longest Board of Selectmen meeting in recent years was also among the most heated, as board members fired back at arguably their harshest critic on Monday night.

Chairman Mike Newhouse sparked a heated exchange with Kevin MacDonald when he told MacDonald that he will no longer be recognized and allowed to speak at selectmen meetings. Newhouse told MacDonald that would happen when he ruled him out of order multiple times at the last selectmen meeting, and said he will follow through on not recognizing MacDonald until it is legally necessary at a public hearing.

Newhouse said he made the decision because he believes confrontations with MacDonald could escalate to the point where it could become more than a verbal altercation.

“Your bizarre and confrontational behavior has escalated, and at some point I recognized the road we are going down here,” said Newhouse. “As a public servant, I am not going to have it on me and my conscience if ultimately something happens where a situation in this room escalates. And by a situation, sir, I am referring to you. I am not going to risk that.”

MacDonald continued to speak to Newhouse during the exchange, pointing out what he believed was an unnecessary step of having three police officers in the room during the meeting.

“You continuously interrupt, you’re confrontational, you make faces to the board during meetings,” said Newhouse. “I am making a judgment call.”

When MacDonald responded adversely to the prospect of not being recognized at future meetings, Newhouse told him he had already reached his decision.

“It’s a bad decision,” said MacDonald. “I hope the voters recognize that when you are up for election.”

While Newhouse did follow through on his promise not to recognize MacDonald during the meeting discussion that followed, it didn’t stop the town’s most vocal resident from attempting to get his point across.

During debate about the high school appeals, MacDonald scribbled down questions for selectmen on the back of a packet of paper he had, holding it up from his front row seat as board members spoke.

“We’ve been biting our tongue for a while,” said selectman Lou Cimaglia. “I would never say any resident can’t use a process within its laws. But to be the head of a group appealing this project and be such an irrelevant, immature, little man that acts like you do by interrupting and making faces at the board when we’re talking about real money, it’s embarrassing.”

The Board of Selectmen is next scheduled to meet at 7 p.m. on Monday, January 28.

Webmom, I'm a supporter of the new High School. I'd like to see the project get started. I don't really care whether there are gym classes or not, but I am a bit worried about the disruption that could be caused by the noise generated with demolition of the gym, assuming that the demolition will take place during the school day. As for the library; I agree that it's pointless to have library that nobody can use. I'd rather see them start to allow students to borrow books and keep the library. Do the kids at the high school have ID cards? (I don't know. One of my kids is at the Tech. The other is in Middle School.) If they do, they could use their ID cards as library cards.

How's your super hero little Mikey doing lowering your taxes Thomas. I'll look forward to watching you pledge allegiance to the flag, oh wait: never mind, that may include standing for freedom of speech. We can't have that with that true AMERICAN WANNABE MIKEY your super hero!!!

What is the term used for institutionalizeing a person without his will?
Shawn Judge January 16, 2013 at 05:10 PM
The town now needs to put a 1.75 million dollar lien on Kevin's property to cover the costs that the town now has for appeals that he keeps hitting the town with.

I love physical books too but the reality is that younger generations do not embrace them the way we did. Most textbooks and class activities are bundled and available online through book publishers. The high school also has online databases for research. Some schools have complete virtual libraries , books, newspaper articles, journals included. Besides lightening-up the backpack, online books can never be damaged or lost. I don't think anyone is proposing that Wilmington take the town library away for adults like us who like physical books. Now, I'd really like to see how that yoga class is going to work for the boys at the high school. I agree with Jean on that point.
jo January 16, 2013 at 05:46 PM
They already do yoga in class today..people shouldn't knock it if they've never tried it.

Shawn i am with you but the loser lives with mommy. He should take care of his own problems before making more for this town. But NO ! this way he gets his bad name out there so when he runs for office we can all laugh all the way to and from the polls.

Hey Kevin I do not know you and am new to the town so I hope you will indulge me a little because like some of the posters here I have heard only bad things about you. However since I do not know you I will reserve judgement. Why do you oppose so many proposals in town? Are you married? Do you have children? Are you a homeowner here? The reason I ask these questions is to try to understand you and the town a little better
Student X January 16, 2013 at 08:36 PM
With all due respect, Mr. MacDonald, you need to shut your trap and let them build the school. And while you're at it, maybe pay all the money you've cost the town by stalling this? Seriously, how can one person stall a project this long. What's wrong with giving us a new school? You don't want to pay, leave the town.

You lost me at Respect.
Paul January 17, 2013 at 12:17 AM
NO NO Wooden Shoe you are not aloud to ask Kevin ANY QUESTIONS we are the dumb people of Wilmington and HE runs this town ( in his mind ) he the person that knows ALL and will protect us form ANY and ALL wrong doings. I have asked him many questions and never get responses because they are below him to answer, try and ask him how his company is doing ( i don't know like blasting or the development he did ) you will NEVER get an answer because the KING ( in his own mind ) is better than any person on GODS land. But watch out because he does pray just not sure to whom, maybe MOMMY !
Kevin MacDonald January 17, 2013 at 01:15 AM
The effective questions should be the following: How much will it cost when a massive oil contaminated area spreads to the wetlands because they knocked a school down that was acting as a buffer and a dam against water flow? If you were a direct abutter and your water source was a well, would you put your children at risk allowing chemicals from a turf field and an oil spill to potentially cause harm to them? Have you seen a complete break down of costs for the proposed school? How much do you hammer people in taxes and expect them to be able to afford to live here? Why do people continue to vote for selectmen that allow design costs to escalate over 240% for a window project at the North Intermediate School? Why are selectmen denying me free speech and when I have spoke and called them out on waste they interrupt me then say that I am out of order? Has there ever been Public servant corruption or incompetence? Has there ever been Bid rigging?
Kevin MacDonald January 17, 2013 at 01:19 AM
Student X, To deserve a new school a student must learn his or her correct name and how to spell it. When this happens then we can talk.
Paul January 17, 2013 at 01:25 AM
See Wooden Shoe the King won't answer any questions he goes on to another news page so he ( won't be seen ) and can AVOID every question he WON'T answer..... Kevin is the biggest mole you will ever see ( not a mouse ) a mole they are just a little and i mean LITTLE smarter than a mouse. Likes to hide and comes out when he thinks he can not be seen........

MacDonald maybe you will now realize that no one and I mean no one like you or wants to talk to you and whats sad is NO one respects you. All they do is making fun of you. Why! Because we all understand you, you’re a loner, no one cares about you. If your comments made any since maybe we could have a real discussion. A conversation with you is like talking to a 2 year, Oh I apologize to all the 2 year olds out there. After listening to you at many meetings, reading your comments and then listening to the professionals I’ve come to the conclusion that you have no idea what you are talking about. What you say is nothing more than a fabrication of the truth. You make things up on the go. You have never shown any evidence to back up what you are saying. You are a little man trying to make a name for himself. Well you did it but I’m not allowed to write it in this blog. Let’s vote on it who wants MacDonald to leave.
Kevin MacDonald January 17, 2013 at 02:09 AM
I think he must have copied and pasted it so it could go in both of your ears Maya. I have not seen your in depth research yet. Should we expect the comprehensive presentation soon?
Kevin MacDonald January 17, 2013 at 02:10 AM
Jean, Try putting in a public records request for this information and see what happens.

Jo,I use to watch Yogie and boo boo. lou lou and mikey remind me of them.
Kevin MacDonald January 17, 2013 at 02:27 AM
gbd,"A fabrication of the truth". Is that the equivalent of building on the truth? Mounting truth? A mountain of truth? I am a little shorter than Kareem Abdul Jabbar, i'll agree. I know some two year olds that can spell their name and are not afraid to. Would you like them show you?
G Bizzle January 17, 2013 at 02:06 PM
Kevin, watch your tone.
G Bizzle January 17, 2013 at 02:11 PM
Kevin, If you were a mentally stable person, who could speak in a respectful manner while having a different point than others, you would be able to speak. Even if you are 100% correct, which you 100% are NOT, your approach is that of a lunatic madman. How's that been working out chief? Its time you move. Nobody wants to hear you rants any longer...you lost. Deal with it.
G Bizzle January 17, 2013 at 02:13 PM
Yeah, lets all post our names and addresses so Norman Bates over here can come vandalize our property, or worse under cover of darkness like the coward he appears to be. This is so out of control its almost funny. Almost...

"It bears stressing that First Amendment rights are not absolute during public-comment periods of open meetings. Speakers can be silenced if they are disruptive. Disruption has been defined to include far more than noisiness and interference. For example, a federal district court in Ohio wrote in Luckett v. City of Grand Prairie (2001) that “being disruptive is not confined to physical violence or conduct, but also encompasses any type of conduct that seriously violates rules of procedure that the council has established to government conduct at its meetings.” “A speaker may disrupt a Council meeting by speaking too long, by being unduly repetitious, or by extending discussion of irrelevancies,” the 9th Circuit wrote in White v. City of Norwalk. “The meeting is disrupted because the Council is prevented from accomplishing its business in a reasonably efficient manner. Indeed, such conduct may interfere with the rights of other speakers.” " - David L. Hudson Jr. First Amendment Scholar.

Norman Bates?
Kevin MacDonald January 17, 2013 at 02:55 PM
A challenge to your pathetic leadership of allowing a 240% increase in spending for window designer services is not unruly or disruptive to town business. It may be disruptive to your unearned respectability and political agenda. The Town should know that the Shawsheen School designer services were reported to cost $84,000 and the designer services for the North Intermediate is $207,000 for the same size school. MASSIVE INCOMPETENCE on the part of the SELECTMEN, the MANAGER, and especially the CHAIRMAN, would have them wanting to hide it by silencing someone outing them.
G Bizzle January 17, 2013 at 03:03 PM
You have made your voice heard. Your poor presentation of your position resulted in you becoming the Town laughing stock. The fact that you can’t let it go is a sad testament to your character. Your reasoning is flawed, and you are too ignorant to recognize that. Thankfully those who are responsible for the operation of this Town have silenced your ridiculous rants to allow for actual progress to be made. Run for office if you want to institute change from the existing direction of the town. You will need more than one vote though, and with your tarnished name, I don’t think you would be elected to Septic Tank Inspector. Go do something productive…stop embarrassing yourself.
G Bizzle January 17, 2013 at 03:27 PM
I think that going forward, those that do not have a basic understanding of M.G.L. c.149A, should stop questioning the process. To think that there is some kind of widespread corruption under the regulations dealing with this type of project, is a tad bit crazy.
Hermine Schima Basso January 24, 2013 at 03:04 PM
Kevin is someone's son, brother, nephew, cousin, friend. If you don't agree with his politics, then do some research and present an intelligent argument for debate. Getting personal is ugly, hurtful and usually a tactic for one who has run out of fact-based, educated arguments to present.
