Newhouse: MacDonald's Voice No Longer Welcome at Meetings
Chairman Mike Newhouse had strong words for Kevin MacDonald as he told the vocal resident that he will no longer be recognized to speak at future meetings.
The longest Board of Selectmen meeting in recent years was also among the most heated, as board members fired back at arguably their harshest critic on Monday night.
Chairman Mike Newhouse sparked a heated exchange with Kevin MacDonald when he told MacDonald that he will no longer be recognized and allowed to speak at selectmen meetings. Newhouse told MacDonald that would happen when he ruled him out of order multiple times at the last selectmen meeting, and said he will follow through on not recognizing MacDonald until it is legally necessary at a public hearing.
Newhouse said he made the decision because he believes confrontations with MacDonald could escalate to the point where it could become more than a verbal altercation.
“Your bizarre and confrontational behavior has escalated, and at some point I recognized the road we are going down here,” said Newhouse. “As a public servant, I am not going to have it on me and my conscience if ultimately something happens where a situation in this room escalates. And by a situation, sir, I am referring to you. I am not going to risk that.”
MacDonald continued to speak to Newhouse during the exchange, pointing out what he believed was an unnecessary step of having three police officers in the room during the meeting.
“You continuously interrupt, you’re confrontational, you make faces to the board during meetings,” said Newhouse. “I am making a judgment call.”
When MacDonald responded adversely to the prospect of not being recognized at future meetings, Newhouse told him he had already reached his decision.
“It’s a bad decision,” said MacDonald. “I hope the voters recognize that when you are up for election.”
While Newhouse did follow through on his promise not to recognize MacDonald during the meeting discussion that followed, it didn’t stop the town’s most vocal resident from attempting to get his point across.
During debate about the high school appeals, MacDonald scribbled down questions for selectmen on the back of a packet of paper he had, holding it up from his front row seat as board members spoke.
“We’ve been biting our tongue for a while,” said selectman Lou Cimaglia. “I would never say any resident can’t use a process within its laws. But to be the head of a group appealing this project and be such an irrelevant, immature, little man that acts like you do by interrupting and making faces at the board when we’re talking about real money, it’s embarrassing.”
The Board of Selectmen is next scheduled to meet at 7 p.m. on Monday, January 28.

Matt, you forgot to mention that the contracts that are not going out for bid on the State's Central Register could be costing the tax payers a fortune. Case in point: The designer services for window replacement escalated from $84,000 to $207,000 in two years. These designer services do not have to go out for competitive bid on the Central Register. Matt, could you please tell us if the selectmen are receiving kick backs from the recipients of contracts that do not have to go out for competitive bid on the Central Register? Matt, Could you please tell us if there has ever been any public corruption in the State of Massachusetts? Could Mr. Cimaglia and his little buddie Mr. Newhouse actually be the little men in town?

I can't speak for the man, but after watching last night's meeting I think it is pretty safe to say that Mr. Newhouse is not afraid. He handled you like a champ! The man was calm, cool, collected, kept you under control and as such you showed the community how unstable you are by resorting to desperate behavior in the front row like a little child. I am glad the camera caught your little cat fight with big Georgie too by the way. You really didn't look like a band of brothers last night and more like the Tin Man with his oil can and the Cowardly Lion! I hope the Board continues to take every step to keep this new high school going and to keep a lid on you. After last night, I had to ask myself why these people would even take the time out of their lives to sit there for hours dealing with you on a regular basis and as volunteers no less with no pay. Also, I was happy to hear you got shut off from being able to comment at any future board meetings unless it's a public hearing which I think will help residents become reinterested in attending meetings while knowing they won't have to deal with your unending rants and time wasting minutes during meetings. Last night's meeting was really a victory for the town on so many levels! To go back to my Wizard of Oz theme I was using above here, last night was like watching you as the Wicked Witch and Mr. Newhouse dropping a house on you! PRICELESS!

I am concerned not about Kevin Mcdonald but about how little people actually know about what is going on in this town. This has always been a town that has let its buildings deteriorate to the point of destruction.
This high school is no different. Are we so obsessed with shiny and new that we have forgotten what actually delivers the education of the children? The efforts of the students, their parents and the teachers.
I am deeply concerned with the fact that the people of this town voted to overide prop 21/2, that was a mistake. Now our town fathers can just raise the taxes without limits. I think this town is out of control, the high school has eliminated all the books in the library? what is that about?where have these books gone? Were they destroyed? These books were pieces of history. I cannot bear to think of some of the books and periodicals that were just tossed with no thought as to the value of the books. I am quite sure that myself my grandparents, mother, father touched several these books . I am very concerned that this action has taught the students that there is no value placed in the historical significance of the books. Or the value of a library.

The new and shiny high school is not even a reality yet and this town is acting more in a selfish way than thinking about the students presently in the school. I am not aware of all the laws and regulations relative to the abutters in this matter, however they have rights. The due process of the law needs to go forward. Delays in this project should have been foreseen. What exactly does make up this 1.8 million in fees. I am quite sure it is not Kevin and his fears about this project.
The people in this town should be concerned about this project for so many reasons. also why is t be demolished in the middle of a school year. Gym is a requirement where are these kids supposed to have gym? Is it going to be sunny and nice out everyday so they can go outside? No..... I have heard that yoga will be offered.... are you kidding me?

This school project and all the finances is old news and has been talked about for over a year and a half. The ship has sailed. Wish you had participated a bit more in all the meetings and information sessions. Oh and by the way it wasn't an override, it was a debt exclusion. Also, you might consider a kindle for all the books you could ever want or the Book Store next to the library. My wife just read a wonderful article on yoga by the way it really does wonders for stress management.

Jean, I am missing the point of your first comment. You acknowedge the town has always allowed its buildings to deteriorate....are you saying that is a good thing? I (selfishly) am glad it was not on my daughters head that a huge piece of ceiling fell, but rather the girl sitting a row over from her. Seriously.
The library. I love the library..but have never even understood why they had a library at the High School (or the Middle School for that matter) since the kids can't take out any of the books...what is the point? To read for a few minutes...and ....leave the book? The library is a stones throw from the High School, no need to duplicate.
Gym. I think the kids will survive one way or another and gym will be figured out. No need to get upset over gym. Lets just start the process already. I don't have the original plans but maybe all these delays made the demolition untimely.
Try not to nitpick over the most minute details or you can go crazy over it...the size of the bolts, the depth of the wood, the length of yoga class, the height of the desks...you can't possibly stress out over these things...that's what the planners are for.
I'm not crazy about the tax hikes trust me, I just truly realize we need a new school here.

Webmom, I'm a supporter of the new High School. I'd like to see the project get started. I don't really care whether there are gym classes or not, but I am a bit worried about the disruption that could be caused by the noise generated with demolition of the gym, assuming that the demolition will take place during the school day.
As for the library; I agree that it's pointless to have library that nobody can use. I'd rather see them start to allow students to borrow books and keep the library. Do the kids at the high school have ID cards? (I don't know. One of my kids is at the Tech. The other is in Middle School.) If they do, they could use their ID cards as library cards.

Mr. Newhouse was absolutely correct. It is abundently clear that MacDonald is mentally unstable. Linginfelter doesn't even want to talk to him anymore. What does it say when you are so far gone the other town cranks don't want to be associated with you? He is an alienated, disgruntled loner with no wife, no kids, no apparent job, whose whole existence is defined by one issue: stopping the new High School. So what happens when this issue is over? If, God forbid, he were to go off, would anyone in town ever say "Gee I would have never guessed... he was such a normal fellow." Enough is enough. Thank you Mike. The town has conduct hear after hearing on the new high school. The building committee has conduct hearing after hearing regarding building a new high school. At the Town Meeting the high school was overwhelmingly approved. Yes abutters have rights as do all residents of the town. The abutters have had 3 appeals and have lost all of them. The Prop 2 ½ override is for the new school only, the town cannot raise taxes regarding Prop 2 ½ unless it goes to a town meeting. A new high school will be something the student will be proud of and bring Wilmington up to date with today’s technology.

The Department of Environmental Protection denied both appeals a hearing. Are they living up to their name or does somebody have to tell them that their mission is to protect the environment. I love physical books too but the reality is that younger generations do not embrace them the way we did. Most textbooks and class activities are bundled and available online through book publishers. The high school also has online databases for research. Some schools have complete virtual libraries , books, newspaper articles, journals included. Besides lightening-up the backpack, online books can never be damaged or lost.
I don't think anyone is proposing that Wilmington take the town library away for adults like us who like physical books.
Now, I'd really like to see how that yoga class is going to work for the boys at the high school. I agree with Jean on that point.

Since I moved to Wilmington 19 years ago Mike Newhouse has always been a voice of reason for the Board.Do you remember years ago when everything that came up before the Board turned out to be Cain against McCoy.Mike was always the deciding vote back then. How much will it cost when a massive oil contaminated area spreads to the wetlands because they knocked a school down that was acting as a buffer and a dam against water flow?
If you were a direct abutter and your water source was a well, would you put your children at risk allowing chemicals from a turf field and an oil spill to potentially cause harm to them?
Have you seen a complete break down of costs for the proposed school?
How much do you hammer people in taxes and expect them to be able to afford to live here?
Why do people continue to vote for selectmen that allow design costs to escalate over 240% for a window project at the North Intermediate School?
Why are selectmen denying me free speech and when I have spoke and called them out on waste they interrupt me then say that I am out of order?
Has there ever been Public servant corruption or incompetence?

A challenge to your pathetic leadership of allowing a 240% increase in spending for window designer services is not unruly or disruptive to town business. It may be disruptive to your unearned respectability and political agenda. Kevin is someone's son, brother, nephew, cousin, friend. If you don't agree with his politics, then do some research and present an intelligent argument for debate. Getting personal is ugly, hurtful and usually a tactic for one who has run out of fact-based, educated arguments to present.
